Andreas Bergh is associate professor in Economics at Lund university and fellow at the Research Institute of Industrial Economics in Stockholm.

His research concerns the welfare state, institutions, development, globalization, trust and social norms.

He has published in journals such as European Economic Review, World Development, European Sociological Review and Public Choice. He is the author of 'Sweden and the revival of the capitalist welfare state" (Edward Elgar, 2014).

Leder bistånd till korruption?

Ytterligare några funderingar kring biståndet, m a a Fokus intressanta artikel om Gunilla Carlsson och biståndet, som fick mig att att söka lite kring sambandet bistånd-korruption. Vad säger forskningen om ministerns hypotes att bistånd ökar korruptionsproblemen i mottagarländerna?

Den senast publicerade artikeln som dök upp i min sökning är

som innehöll en trevlig översikt av tidigare forskning.

Försök till sammanfattning: Flera cross-countrystudier (ofta med Knack som en av författarna) har hittat negativa korrelationer mellan bistånd och olika apskter av institutionell kvalitet. Ears studie utgör ett av få försök till panelanalys, och då försvagas de flesta resultat. Ears studie täcker dock bara åren 1996-2004.

Ur abstract:
Under pooled Time Series Cross-Sectional (panel data) analysis, only the Rule of Law appears to have a negative relationship with aid, and at only the 0.10 significance level. To control for potential endogeneity and reverse causality, aid is lagged and subsequently instrumented. Potential omitted variables bias is controlled with a fixed effects model. Components of aid such as technical cooperation and average grant element are also explored. Findings suggest that aid can play a positive role when its components are considered and that the causal link between aid dependence and worsening quality of governance may be tenuous at best and sensitive to alternative specifications.
Ur conclusions:
What is apparent is that Knack may have been too pessimistic when he concluded that "higher aid levels erode the quality of governance, as measured by indexes of bureaucratic quality, corruption, and the rule of law" (2001, 310) and with Heckelman "aid on balance significantly retards rather than encourages marketoriented policy reform" (2005, 1). Even when a negative impact is found, the R2 is small [...] Clearly, under pooled TSCS, aid dependence explains very little of the variation observed in different dimensions of governance. It may be that the finding of a less prevalent negative effect than Knack reported is due to the earlier described attempts of the Bank and other multilateral donors, beginning in the late 1990s, to use aid to positively affect governance (Knack covered the period 1982-95).

Förresten: Vilka svenska ulandsekonomer har tagit tillfället i akt att påverka biståndspolitiken under de 100 dagar ministern utlyste för debatt? Jag har sett förvånansvärt lite - men har kanske bara missat det i bruset?

Djankov är ju finansminister i Bulgarien numera och har en aggresiv korruptionsbekämpning på sin agenda. Han har redan hotat exministrar med fängelse etc. Ord som konfliktundvikande känns väldigt fjärran. Boken om detta skulle jag vilja läsa om den kommer.
